Abstract

This research aims to present an in-depth analytical study of three prominent models of emerging environmental economies namely, the green economy, the blue economy, and the yellow economy as strategic approaches for achieving sustainable urban and economic development within the Libyan context, The study adopts a descriptive analytical methodology, supplemented by an inductive approach to analyze successful international experiences and compare them with the characteristics of the Libyan environment in terms of available resources, planning challenges, and institutional gaps. Both quantitative and qualitative analyses were employed to assess environmental resources, urban domains, solar radiation levels, and coastal extensions, in order to evaluate Libya’s readiness to implement these models in practice. The findings indicate that, despite its complex political and planning landscape, Libya possesses untapped environmental assets that could support a flexible and sustainable urban transformation, if these environmental economies were integrated into a coherent national strategy. The results also highlight that the lack of sectoral integration and the weakness of legislative frameworks are major obstacles to this transformation. The study concludes that environmental economies offer a strategic opportunity to redirect urban development in Libya, provided that institutional governance is activated and a flexible regulatory environment is established, Based on these findings, the research recommends the adoption of a comprehensive national plan to activate the urban environmental economy, restructure planning policies toward greater integration of energy, environment, and urban development, and promote applied research and environmental education as foundational pillars for this transformation.
